Following a meeting between the Minister of education and the Conference of Heads of Assisted Secondary schools(CHASS) with regards to the implementation of the much publicized free SHS, it has emerged that government will not be able to roll out the campaign promise of a wholesale free SHS.
The free SHS promised by NPP is nothing but an expanded scholarship system for rich and brilliant children.
Government has outlined what seems to look like a scholarship scheme for selected few. Details of which are;
** it commences solely with candidates writing this year's June BECE. Thus those who completed last year and beyond are not inclusive.
** candidates who obtain a grade more than 6 in the four core subjects or an aggregate more than 24 will not enjoy the free SHS.
** for managerial purposes there will be no transfer of students within the first three years of the commencement of the program.
** the scholarship secretariat will be transformed to serve as the implementation body of the program.
